# SECS Bylaws

BY-LAWS OF THE SCHOOL OF ENGINEERING AND COMPUTER SCIENCE

### ARTICLE I. ELECTIONS

1. Election of members to standing committees shall take place at the end of the Winter semester.
2. The Executive Committee shall present to the Assembly a slate of nominees for the chairmanship and membership of all other standing committees whose membership is not otherwise designated by the constitution or the By-Laws.
3. Unless otherwise specified by the Assembly faculty members of all standing committees shall be elected for two-year staggered terms, with faculty members serving until their replacements have been elected.
4. The undergraduate student member of the Assembly shall be designated by the board consisting of chairpersons of all officially recognized undergraduate student organizations within the School. The graduate student member shall be designated by the officers of the recognized graduate student organization within the School. The length of term shall be specified by the designating body at the time of selection. Student members of the Assembly must be in good academic standing and enrolled in a degree program in the School during any term that they serve.
5. Elections for the Executive Committee, the Committee on Appointment and Promotion, the Graduate Council and the University Senate shall be by secret mail ballot.
6. The procedure for determining winners in secret ballots shall be the following. Given n positions to be filled, each voter shall vote for not more than n candidates. The winner(s) are those r candidates, r <= n, receiving the highest vote totals equal to or greater than 40 percent. If r < n, a runoff election is held among those q non-elected candidates who received the highest vote totals. The winners of this runoff are the n-r candidates receiving the highest vote totals. The formula for determining q is:

q = 2(n-r-1) + (n-r-1)(n-r-2)/2(n-r-3) + n-r-(n-r-1)2
valid for 1 <= (n-r) <= 5

7. Where jurisdiction applies, the Assembly shall elect replacements for vacancies that occur in university committees in the course of a term; all such replacements shall serve until the next regular election. Vacancies on standing and ad hoc committees and the Committee on Appointment and Promotion are filled in accordance with Article IV, 3, ix of the constitution.

### ARTICLE II. STANDING COMMITTEES

1. Undergraduate Curriculum Committee: the School shall have an Undergraduate Curriculum Committee composed of the Associate Dean, ex-officio; one faculty member nominated by each department chair and one at-large member, one of whom shall be chairperson; and one undergraduate student member who shall be the undergraduate student member of the Assembly.

1. formulate and review academic policy for all undergraduate programs offered by the School of Engineering and Computer Science. The Committee shall bring to the Assembly recommendations for action concerning such undergraduate matters as it deems require action or as the Assembly directs it to consider;
2. act as a review board for all proposed new undergraduate courses, advising the Assembly concerning their adoption. It is specifically charged with responsibility for degree requirements for undergraduate programs and with responsibility for the core curriculum in engineering; maintaining balance in and promoting continuous renewal of that curriculum;
3. conduct surveys and analyses of teaching effectiveness in courses taught by engineering and computer science faculty members;
4. monitor experimental teaching programs;
5. report its activities to the Assembly at least once a year or as often as the Assembly directs.
2. Undergraduate Committee on Academic Standing: The School shall have an Undergraduate Committee on Academic Standing composed of the Associate Dean, ex-officio; one faculty member elected by each department and one at-large member, one of whom shall be chairperson.

1. review academic progress of undergraduate students in the School of Engineering and Computer Science and to recommend action to the Dean on those cases requiring it;
2. act on applications for admission to major standing and internal transfer into undergraduate programs of the School;
3. act as an appeals committee for those students requesting exceptions to the normal academic requirements of programs of the School of Engineering and Computer Science and for those requesting review of an academic decision;
4. recommend to the Assembly those undergraduate students to be certified for graduation;
5. monitor the advising activities within the School;
6. report its activities to the Assembly at least once a year or as often as the Assembly directs it.
3. Graduate Committee: The School shall have a Graduate Committee, composed of the Associate Dean for Administration, ex-officio; one faculty member elected by each department and one at-large member, one of whom shall be Chairperson; and one graduate student member who shall be the graduate student member at the Assembly. The student member shall have full membership privileges and voting rights except on matters pertaining to the admission, review and certification of individual students.

1. formulate and review academic policy regarding all graduate curricula offered by the School. The Committee shall bring to the Assembly recommendations for action concerning such graduate matters as it deems require action or as the Assembly directs it to consider;
2. act as a review board for all proposed new graduate curricula and courses, advising the Assembly concerning their adoption;
3. conduct reviews of existing programs as required;
4. serve as the graduate admissions committee with responsibility for formulating policy concerning graduate admissions criteria, the awarding of fellowships and assistants, and for establishing procedures for acting upon all applications for admission to courses;
5. review academic progress of graduate students in the School of Engineering and Computer Science and to recommend action to the Department Chairperson, Dean of Engineering and Computer Science or Dean of the Graduate School, as appropriate, on those cases requiring it;
6. act as an appeals committee for those students requesting exceptions to normal academic requirements or of academic decisions.
7. report its activities to the Assembly at least once a year or as often as the Assembly directs it.

### ARTICLE Ill: THE COMMITTEE ON APPOINTMENT AND PROMOTION

1. The School of Engineering and Computer Science shall have a Committee on Appointment and Promotion (CAP), consistent with the provisions of the contract between the Board of Trustees of Oakland University and the Oakland University Chapter of the American Association of University Professors.
2. The Committee on Appointment and Promotion shall:
1. advise the Dean on all tenure recommendations to be submitted to the Provost;
2. advise the Dean on all full-time and honorary faculty appointments, reappointments, and promotions in the School of Engineering and Computer Science;
3. advise the Dean on the operation of the appointment, promotion and tenure procedures within the School of Engineering and Computer Science.
3. The CAP shall consist of tenured, bargaining-unit faculty members (BUFMs), having primary appointments in the School, and one non-voting member designated by Oakland, except that chairs of the departments of the School shall not be eligible for membership. Elected members serve staggered terms of three years, commencing August 15.
1. the electorate shall consist of all bargaining-unit faculty members, having primary appointments in the School of Engineering and Computer Science.
2. The election of new members of the CAP shall be completed by April 30 each year, and is to be conducted by the office of the Dean of Engineering and Computer Science.
3. Election procedures shall be established to elect one representative from each department with less than eight faculty and two representatives from departments with eight or greater faculty. If the election will result in an even number of voting CAP members then an additional at-large member will also be elected.
4. The chairperson shall be elected by and from the voting members of the Committee for a term of one year.

### ARTICLE IV. AMENDMENTS

1. Amendments to these By-Laws shall originate as substantive motions of the Assembly. A simple majority of Assembly members shall be required for ratification.

### ARTICLE V. REVISIONS

1. The By-Laws shall remain in effect until superseded by revised By-Laws approved by the Assembly.
